INVITATION TO BID PROVISION FOR HOTEL SERVICES IN REGIONS OF RA

Gyumri “Youth Initiative Centre” non-governmental organization, within the framework of the “Youth in Action: Youth Empowerment and Leadership Development in Armenia” project, is pleased to invite prospective bidders to submit a bid for hotel services in regions of RA.

“Youth in Action: Youth Empowerment and Leadership Development in Armenia” Project is a co-funded initiative by the European Union and the Konrad Adenauer Foundation (KAS) implemented together with the World Vision Armenia (WVA), Media Initiatives Center (MIC), and Gyumri “Youth Initiative Centre” (YIC).

The opening of applications will take place on July 19 2024, at 15:00, at the Youth Initiative Center (NGO) office, 26 Alek Manukyan, Gyumri.

PROPOSAL FOR SUBMISSION OF APPLICATIONS “Provision of Hotel Services in Regions of RA”

This invitation was drafted by the “Youth Initiative Centre” NGO (hereafter referred to as YIC) within the framework of the “Youth in Action: Empowerment and Leadership Promotion of Youth in Armenia” project (hereinafter referred to as the Project). It aims to inform prospective participants in the procedure announced by the YIC (hereinafter referred to as the Applicant) about the procedure’s conditions, including the subject of purchase, procedure conduct, winner determination, and contract signing. Additionally, it aims to provide assistance in preparing the application for the procedure.

The Client, the YIC NGO, 26 Alek Manukyan, Gyumri, Shirak, RA is announcing a competition. This competition will be conducted in one round and will take place through the organization’s official website (www.yic.am).

 

The participant selected through the competition will be invited to enter into a contract for the provision of hotel services (hereinafter referred to as the Contract) in accordance with the established procedure. Any legal entity that possesses the right to obligations, professional qualifications, technical means, and labor resources as defined by the tender is eligible to participate.

 

The qualification criteria for competition participants and the required submission documents for evaluation are outlined in the invitation for this procedure. The selected participant will be chosen from among those who have submitted bids meeting the invitation’s requirements, with preference given to the participant offering the lowest price. 

The Client will notify the tender winner of the decision to sign the contract either via email or phone call.

 

The opening of applications is scheduled for July 19  2024, at 15:00, at the “Youth Initiative Centre” NGO, 26 Alek Manukyan, Gyumri.

OVERVIEW

“Youth Initiative Centre” (YIC) NGO was founded in 2008 in Gyumri, based on the idea of increasing youth civic activism and community development by promoting youth initiatives and active participation. 

“Youth in Action: Youth Empowerment and Leadership Development in Armenia” Project is a co-funded initiative by the European Union and the Konrad Adenauer Foundation (KAS) implemented together with the World Vision Armenia (WVA), Media Initiatives Center (MIC), and Gyumri “Youth Initiative Centre” (YIC).  

The project aims to develop youth skills and capacity of youth organizations, strengthen leadership, civic education and meaningful participation in education, civil society and politics in Armenia.

1. CHARACTERISTICS OF THE OBJECT OF PURCHASE

The subject of the purchase is the provision of “Hotel services” for the needs of the YIC, which is presented in Annex 1.

 

 2. THE CONDITIONS AND DEADLINES FOR SUBMISSION OF APPLICATIONS

2.1 All participants are required to submit their bids by completing Annex 1 “Bid Form” and Annex 2 “Supplier Questionnaire” which are attached to this document. Columns and rows awaiting a response are highlighted in gray. 

2.2 Completed applications (both the bid and the questionnaire) can be submitted to:

2.3 Applications must be submitted no later than July 19, 2024, at 12:00.

2.4 The secretary of the commission, Bella Petrosyan, receives and registers the applications in the register of applications. The applications are registered by the secretary in the order of their receipt, indicating the registration number, date, and time in the register.

After the deadline for submission of applications, any applications submitted are not registered in the register and will not be considered by the commission.

 

3. APPLICATION VALIDITY PERIOD, PROCEDURE FOR CHANGING AND WITHDRAWING APPLICATIONS

The application remains valid for at least 6 months after the application deadline.

Applicants may modify or withdraw their applications until the submission deadline specified in point 2.3 of part 2 of this invitation.

 

4. NOTICE OF INTENT TO FILE INSTRUCTIONS

Suppliers must notify the individual designated as the YIC contact person within 72 hours of receiving the invitation to bid. Upon appointing a person to serve as your organization’s primary contact for this process, please promptly send an email to youthinaction@yic.am and liana.hakobyan@yic.am, by the specified deadline. Include the following details in the body of the email:

5. INSTRUCTIONS TO SUPPLIERS

5.1 Language for Proposals: Armenian and English.

5.2 All prices must be presented in Armenian Dram (AMD) without Value Added Tax (VAT).

5.3 Proposals must include the following documents: “Bid Form” and “Supplier Questionnaire.”

5.4 Proposals must be submitted in a sealed envelope (not applicable for electronic submissions).

5.5 Bids will not be considered and may be rejected under the following circumstances:

  1. a) Incomplete submission (e.g., missing documents, attachments).
  2. b) Failure to meet the required technical specifications.
  3. c) Submission after the invitation deadline.

 

6. EVALUATION OF APPLICATIONS AND SUMMARY OF RESULTS

The evaluation of applications will be conducted on July 19, 2024, at 15:00, at the YIC office, 26 Alek Manukyan, Gyumri.

 

7. DURING THE APPLICATION EVALUATION SESSION

7.1 The chairman of the commission officially opens the session and announces the price offers of the participants who submitted bids according to the conditions outlined in the purchase request. These prices are expressed in a single numerical format and spelled out in words.

7.2 The competition winner is selected from the participants who have submitted bids meeting the requirements of the invitation, based on the principle of awarding preference to the participant with the lowest price offer.

7.3 Following the evaluation, a protocol of the application evaluation session is prepared. The minutes are signed by the commission members present at the session.

7.4 The participant declared as the competition winner will be invited to sign a service provision contract in accordance with the established procedure.

7.5 The Client notifies the tender winner about the decision to proceed with the contract signing via email or phone call.

 

8. PROCEDURE DECLARATION OF NON-ESTABLISHMENT

The commission declares this procedure incomplete if:

8.1 None of the applications meet the conditions outlined in the invitation.

8.2 The purchase requirement is no longer applicable.

8.3 No bids are submitted.

8.4 No contract is signed.

Within one working day following the cancellation of the procurement procedure, the customer notifies the participants who submitted a bid. The notification includes a justification for declaring the procurement procedure invalid.

 

9. PRIVACY STATEMENT

All information contained in this application submission proposal, regardless of the method of transmission, is considered confidential. It may not be published or disclosed without the written permission of the YIC NGO.
