TERMS OF REFERENCE FOR SENIOR EXPERT (ARMENIAN BASED)

“Youth Initiative Centre” (YIC) NGO within the framework of the project “Youth in Action: Youth Empowerment and Leadership Development in Armenia” is launching a competition for a senior regional expert in the following component of the project.
Action.
Capacity building process of youth CSOs and public sector stakeholders in Armenia, to encourage learning from EU context about youth policies and practices, building relationship and partnership with EU peers, a 4-day study visit to Belgium will be organized. It will involve 10 participants (5-6 youth CSO representatives, 2-3 local/regional/state officials, 1 field researchers/experts, 1 media representatives) accompanied by consortium representatives. A local organization will be identified in the host country for content and logistic support.
Responsibilities:
- Collaborate with Expert 2, coordination team and YIC to develop a daily program based on the objectives of the study visit, as well as the learning needs of the potential participants,
- Provide recommendations on what specific aspects of youth work are relevant and interesting for the Armenian context,
- Once the entire delegation is finalized, facilitate pre-departure meetings (either online or offline) to prepare participants,
- Highlight and present key focus areas that should be emphasized during the visit, with a focus on cultural sensitivity and thematic relevance,
- Conduct follow-up sessions after the study visit to ensure effective implementation of outcomes and insights.
Skills:
- Ability to lead interactive and productive sessions, including group discussions, icebreakers, and reflections,
- Skilled in managing diverse group dynamics and encouraging active participation,
- In-depth understanding of Armenian culture and its context in youth work,
- Informedness about the Belgian youth work scene and insights on possible relevant stakeholders,
- Ability to bridge cultural differences between the Armenian delegation and the international program context,
- Extensive knowledge of youth work practices, challenges, and opportunities in Armenia,
- Ability to contextualize and connect Armenian youth work practices to international frameworks,
- Proficient verbal and written communication in Armenian and English,
- Flexibility to adapt plans to meet the needs of the delegation and program goals,
- Ability to connect with participants and create a supportive, collaborative environment,
- Empathy and approachability to assist and guide the delegation throughout the program.
Payment:
Payment for the service will be in AMD based on the timesheet submitted by the performer, and in the case of legal entities, individual entrepreneurs, on the basis of the electronic settlement document submitted in addition to the mentioned document. The fee is set at 270 EUR (the cost of the one-day service) which will be accommodated for in EUR equivalent to the fluctuated rate exchange and will be reimbursed adequately. This includes taxes and fees defined by RA legislation.
The Euro-AMD exchange rate will be calculated in accordance with the current exchange rate at the customer’s bank at the time of signing the service contract.
